Set priorities while working on the infrastructure of rural health centres – Chief Minister Uddhav Thackeray.

The Chief Minister reviewed the rural health facilities in the state. The construction of infrastructure of rural health centres in the state, which is in progress, should be completed first. After that, its priority should be decided while approving new health institutions, said Chief Minister Uddhav Thackeray today. 

Considering the possibility of a possible third wave of Covid 19 in the state, Chief Minister Uddhav Thackeray reviewed the state’s readiness and measures to be taken to combat this wave. He inquired about the health care facilities in the state as well as the production and storage capacity of oxygen. The meeting was attended by Industries Minister Subhash Desai, Public Health Minister Rajesh Tope, Transport Minister Anil Parab, Minister of State Rajendra Patil Yadravkar, Chief Secretary Sitaram Kunte, Additional Chief Secretary to the Chief Minister Ashish Kumar Singh, Additional Chief Secretary to the Health Department Pradeep Vyas, Principal Secretary to the Chief Minister Vikas Kharge Jarhad, Medical Education Secretary Saurabh Vijay, Development Commissioner Dr Harshdeep Kamble, Health Services Commissioner N. Dr Ramaswamy, Transport Commissioner Dr Avinash Dhakne, Director of Health Sadhana Tayde, Dr Satish Pawar and other senior officials were present.

Chief Minister Shri. Thackeray said that temporary health facilities have been set up at several places in the state against the backdrop of Covid infection. A plan should be drawn up as to which of these facilities can be maintained permanently in the future and which services can be upgraded. Determine the timeliness and responsibility of the construction of health institutions by the Public Works Department. Separate funds should be set aside for the construction and repair of the infrastructure of health centres. Consideration should also be given to the manpower required for running the health facility and the cost required for it. Approval of posts while approving new health institutions will also avoid time lapse. 

Consideration should also be given to whether the help of entrepreneurs and organizations can be sought for health facilities in remote areas. The Chief Minister also said that they should be asked what responsibilities they can take by making a presentation on infrastructure development in the health sector. He also suggested that health facilities in tribal areas like Melghat, Jawahar and Mokhada should be empowered expeditiously. 

Emphasis should be placed on oxygen production

Chief Minister Shri. Thackeray said that in the face of a possible third wave of covid infection, determine how many health facilities, oxygen and medicine stocks will be needed. The oxygen production capacity of the state should be rapidly increased while achieving the target of producing 3,000 metric tonnes of oxygen per day. Particular attention should be paid to ensure that the approved oxygen projects are up and running by the end of July. 

It is difficult to say right now how many patients will remain in which state in the possible third wave. Therefore, self-sufficiency for oxygen will always be good by creating adequate oxygen reserves in the future. In districts where the number of patients is increasing, measures should be taken from now on to increase oxygen reserves. Proper planning of oxygen transport should also be done, suggested Chief Minister Shri. Thackeray gave this time.

Dashboard

The best dashboard in the country is being created to provide comprehensive information on the state of affairs in the context of Corona 19. The dashboard will also provide district-wise information on oxygen storage, supply, usage, all types of hospital beds, their availability, and medicines in the state. The Chief Minister instructed us to update this information regularly. 

While enabling rural health services in the state, the Minister of Health Shri. Tope said that as per the recommendations of the Planning Commission, at least 5 per cent of the gross state revenue should be made available for health services. So as to help strengthen health facilities in the state. Health services and health institutions should be restructured. Approval should be sought for setting up primary health centres and sub-centres where required. Also, special funds should be provided for the construction of this health centre, repair and maintenance of existing centres. 

A presentation was made on the rural infrastructure health services available in the state, the state’s current oxygen generation and efforts to meet the objectives, and a dashboard on the Covid 19 context.

ग्रामीण आरोग्य केंद्रांच्या पायाभूत सुविधांची कामे करताना प्राधान्यक्रम ठरवा – मुख्यमंत्री उद्धव ठाकरे.

मुख्यमंत्र्यांनी राज्यातील ग्रामीण आरोग्य सुविधांचा आढावा घेतला. राज्याच्या ग्रामीण भागातील आरोग्य केंद्राच्या पायाभूत सुविधांची जी बांधकामे प्रगतीपथावर आहेत, ती आधी पूर्णत्वाला नेली जावीत. त्यानंतर, नवीन आरोग्य संस्थाना मान्यता देताना त्याचा प्राधान्यक्रम निश्चित केला जावा, अशा सूचना मुख्यमंत्री उद्धव ठाकरे यांनी आज दिल्या.

राज्यात कोविड १९ च्या संभाव्य तिसऱ्या लाटेची शक्यता लक्षात घेऊन या लाटेचा मुकाबला करण्यासाठीची राज्याची तयारी आणि करावयाच्या उपाययोजना याचा मुख्यमंत्री उद्धव ठाकरे यांनी आढावा घेतला. राज्यातील आरोग्य सेवा-सुविधा तसेच प्राणवायू उत्पादन निर्मिती व साठवणूक क्षमता यांची त्यांनी माहिती घेतली. बैठकीस उद्योग मंत्री सुभाष देसाई, सार्वजनिक आरोग्य मंत्री राजेश टोपे, परिवहन मंत्री अनिल परब, राज्यमंत्री राजेंद्र पाटील यड्रावकर, मुख्य सचिव सीताराम कुंटे, मुख्यमंत्र्याचे अपर मुख्य सचिव आशिषकुमार सिंह, आरोग्य विभागाचे अपर मुख्य सचिव प्रदीप व्यास, मुख्यमंत्र्यांचे प्रधान सचिव विकास खारगे, सचिव आबासाहेब जऱ्हाड, वैद्यकीय शिक्षण विभागाचे सचिव सौरभ विजय, विकास आयुक्त डॉ. हर्षदीप कांबळे, आरोग्य सेवा आयुक्त एन. रामास्वामी, परिवहन आयुक्त डॉ. अविनाश ढाकणे, आरोग्य संचालक डॉ. साधना तायडे, डॉ. सतीश पवार यांच्यासह इतर वरिष्ठ अधिकारी उपस्थित होते.

मुख्यमंत्री श्री. ठाकरे म्हणाले की, कोविड संसर्गाच्या पार्श्वभूमीवर राज्यात अनेक ठिकाणी तात्पुरत्या स्वरुपात आरोग्य सुविधा निर्माण केल्या आहेत. त्यातील कुठल्या सुविधा भविष्यात कायम स्वरुपी ठेवता येतील व कोणत्या सेवांचे श्रेणीवर्धन करता येईल, याचा आराखडा तयार करावा. आरोग्य संस्थांची जी बांधकामे सार्वजनिक बांधकाम विभागाकडून केली जातात त्याची कालबद्धता आणि जबाबदारी निश्चित करावी. तसेच आरोग्य केंद्रांच्या पायाभूत सुविधांच्या निर्माण व दुरुस्तीसाठी स्वतंत्र निधी राखून ठेवण्यात यावा. उभारलेल्या आरोग्य सुविधा चालवण्यासाठी लागणारे मनुष्यबळ आणि त्याच्यासाठी लागणारा खर्च याकडेही लक्ष दिले जावे. नवीन आरोग्य संस्थांना मंजुरी देतानाच पदांनाही मंजुरी दिल्यास कालापव्यय टाळता येईल.

दुर्गम भागातील आरोग्य सुविधांसाठी उद्योजक, संस्थांची मदत घेता येईल का, याचाही विचार करावा. आरोग्य क्षेत्रातील पायाभूत सुविधांच्या उभारणी संदर्भातील सादरीकरण करून, ते कोणती जबाबदारी घेऊ शकतात हे त्यांना विचारावे, असेही मुख्यमंत्र्यांनी यावेळी सांगितले. मेळघाट, जव्हार, मोखाडा यासारख्या आदिवासी भागातील आरोग्य संस्थांचे सक्षमीकरण वेगाने करावे, अशा सूचनाही त्यांनी दिल्या.

ऑक्सिजन निर्मितीवर भर द्यावा
मुख्यमंत्री श्री. ठाकरे म्हणाले की, कोविड संसर्गाच्या संभाव्य तिसऱ्या लाटेला सामोरे जाताना किती आरोग्य सुविधा, ऑक्सिजन आणि औषध साठा लागेल याची निश्चिती करा. दररोज ३ हजार मेट्रिक टन ऑक्सिजन निर्मितीचे उद्दिष्ट पूर्णत्वाला नेताना राज्याची ऑक्सिजन निर्मितीची क्षमता वेगाने वाढवावी. जुलैअखेरपर्यंत मंजुरी दिलेले ऑक्सिजन प्रकल्प उभे राहतील याकडे विशेषत्वाने लक्ष द्यावे.

संभाव्य तिसऱ्या लाटेत कोणत्या राज्यात किती रुग्णसंख्या राहील हे आताच सांगणे कठीण आहे. त्यामुळे भविष्यात गरजेच्या वेळी लागणारा पुरेसा ऑक्सिजन साठा निर्माण करून ऑक्सिजनसाठीची स्वयंपूर्णता केव्हाही चांगली राहिल. ज्या जिल्ह्यात रुग्णसंख्या वाढत आहे, तेथे ऑक्सिजन साठा वाढविण्यासाठी आतापासूनच उपाय योजना सुरू कराव्यात. तसेच ऑक्सिजनच्या वाहतुकीचेही योग्य नियोजन करावे, अशी सूचना मुख्यमंत्री श्री. ठाकरे यांनी यावेळी दिली.

डॅशबोर्ड
कोरोना १९ संदर्भातील राज्यातील परिस्थितीची सर्वंकष माहिती देणारा देशातील सर्वोत्तम डॅशबोर्ड तयार करण्यात येत आहे. या डॅश बोर्डवर राज्यातील ऑक्सिजन साठा, पुरवठा, वापर, रुग्णालयातील सर्व प्रकारच्या खाटा, त्यांची उपलब्धता, औषधे यांचीही जिल्हानिहाय माहिती मिळणार आहे. ही माहिती नियमित अद्ययावत करण्याच्या सूचना मुख्यमंत्र्यांनी यावेळी केली.

राज्यातील ग्रामीण आरोग्य सेवा सक्षम करताना आरोग्य सुविधांची उभारणी, त्यासाठी लागणारे सक्षम मनुष्यबळ व आवश्यक निधी यांची सविस्तर मांडणी करून आरोग्य मंत्री श्री. टोपे म्हणाले की, नियोजन आयोगाच्या शिफारशीनुसार आरोग्य सेवांसाठी स्थूल राज्य उत्पन्नाच्या किमान ५ टक्के निधी उपलब्ध करून देण्यात यावा. जेणेकरून राज्यातील आरोग्य सुविधा बळकट होण्यास मदत होईल. आरोग्य सेवा व आरोग्य संस्थांची पुनर्रचना करण्यात यावी. ज्या भागात आवश्यकता आहे तेथे प्राथमिक आरोग्य केंद्र व उपकेंद्रांची निर्मिती करण्यासाठी मंजुरी मिळावी. तसेच या आरोग्य केंद्राचे बांधकाम, अस्तित्वातील केंद्रांची दुरुस्ती व देखभाल यासाठी विशेष निधी देण्यात यावा.
