For the convenience of the citizens as well as against the backdrop of the Covid-19 epidemic, the system of online issuance of learner’s license test and learner’s license has been introduced in the Department of Transport from 14th June 2021. While applying for Apprentice License, it is mandatory for the candidate to appear for the examination prescribed by the Central Government. Similar instructions have also been given to the concerned Regional Transport Officers and Deputy Regional Transport Officers, Additional Transport Commissioner Jitendra Patil said in a press release.

The system has received complaints that in some places in the state, the learner’s license test is being given by an unauthorized person other than the candidate. This action will be taken to curb such malpractices.

According to Central Motor Vehicle Rule 11, it is mandatory for the candidate to appear for the examination prescribed by the Central Government while applying for the learner’s license. When using this system, parents need to convince their children of the importance of testing and make them aware that the system will not be misused. Necessary improvements are being made in the system to ensure that these people-oriented facilities are not misused. However, instructions have been issued to the concerned Regional Transport Officers and Deputy Regional Transport Officers to take necessary police action against the applicants, concerned intermediaries, unauthorized persons who misuse these currently available online facilities. The concerned Regional Transport Officer and Deputy Regional Transport Officer are also being directed to take action to ensure that the convicted applicant is permanently ineligible to hold a license under Section 19 (e) of the Motor Vehicle Act, the release said.

Police action will also be taken against those who misuse e-service centres, motor driving schools and internet cafes. Also, instructions have been given to the District Collector regarding Maha e-service centre, concerned regional transport officer regarding motor driving school and police department (cyber cell) against internet cafe to take necessary action. Citizens are urged to report such irregularities to the local, regional and sub-regional transport authorities.

The Aadhaar card number and information on it used by the citizens in this system, if the photographs are displayed incorrectly on the charioteer system or if they are not displayed, etc. are being amended in coordination with the National Informatics Center (NIC), Delhi and Pune.
