Now Learner’s licence and registration of new private two-wheelers and four-wheelers will be online.

A new approach based on e-governance, the updated system “Sarathi 4.0”.

The Department of Transport has today taken an ambitious step in the public interest by providing learner driver’s licenses and online registration of new private two-wheelers and four-wheelers through distributors. Under the updated system “Sarathi 4.0”, the online learner driver’s license and online vehicle registration system attached to the Aadhaar numbers were inaugurated by Chief Minister Uddhav Thakre. 

Transport Minister Anil Parab, Director General of NIC, New Delhi Dr Nita Verma, Chief Minister and Additional Chief Secretary of the department Ashish Kumar Singh, Principal Secretary to the Chief Minister Vikas Kharge, Secretary Abasaheb Jarhad, Transport Commissioner Avinash Dhakne, Deputy Commissioner of Transport Jitendra Patil along with officials of the state transport department and other dignitaries were present.

Saving time and cost, reducing work stress

More than 15 lakh learner’s licenses are issued in the state every year and more than 20 lakh new vehicles are registered. This work costs the citizens about Rs 100 crore. Now by making these services available online, it will save cost and also save time and labour for the citizens. It will also help in reducing the workload of about 200 officers and will also improve the quality of work of the department.

Stating that Maharashtra is a leading state in development, the Chief Minister said that efforts should be made to provide better services in Maharashtra through new technologies as well as to save the time, money and labour of the general public by providing more services online with safe travel. He also suggested that the department should give priority to safe transport services while providing fast and transparent services. 

This is a revolutionary step in the transport service – Anil Parab

Stating that the launch of two online services in the public interest is a revolutionary step in the field, Transport Minister Anil Parab said that they are also very important to keep the department afloat during today’s Corona outbreak. Mr Parab informed that so far 85 services of public interest have been made available online by the department.

Ashish Kumar Singh, Additional Chief Secretary of the department, said in his introductory address that the department has been trying to develop a new work culture through online services while facing the challenge of corona outbreak in the state for the last one and a half years. 

You no longer have to go to the office to get a learner’s driving license. Earlier, vehicles were being inspected by motor vehicle inspectors for registration of new vehicles. All the documents will be prepared by the vehicle distributor using DSC (Digital Signature Certificate) in e-signature form so there is no need to submit the vehicle or documents in the office. He also informed that the vehicle number will be issued as soon as the vehicle dealer pays the tax and fee. 

Transport Commissioner Shri. The services that can be made available online by Dhakne will be made available in the next two months, he said in his thank-you note.

शिकाऊ वाहन चालक परवाना आणि नवीन खाजगी दुचाकी व चार चाकी वाहनांची नोंदणी वितरकांमार्फत ऑनलाईन पद्धतीने करण्याची सुविधा उपलब्ध करून देऊन परिवहन विभागाने आज जनहिताचे एक महत्वाकांक्षी पाऊल टाकले असून भविष्यातही शासकीय विभागांना ज्या सुविधा ऑनलाईन उपलब्ध करून देणे शक्य आहे त्या उपलब्ध करून देण्यासाठी ई गव्हर्नन्सवर आधारित नवीन कार्यपद्धतीचा अवलंब करावा, असे आवाहन मुख्यमंत्री उद्धव ठाकरे यांनी केले.  “सारथी ४.०” या अद्ययावत प्रणालीअंतर्गत आधार क्रमांकांशी संलग्न असलेल्या ऑनलाईन शिकाऊ वाहन चालक परवाना तसेच वाहन नोंदणीच्या ऑनलाईन प्रणालीचे लोकार्पण मुख्यमंत्र्यांच्या हस्ते करण्यात आले. त्यावेळी ते बोलत होते. 

कार्यक्रमास परिवहन मंत्री अनिल परब, एनआयसी, नवी दिल्लीच्या महासंचालक डॉ. नीता वर्मा, मुख्यमंत्र्यांचे तसेच विभागाचे अपर मुख्य सचिव आशिषकुमार सिंह, मुख्यमंत्र्यांचे प्रधान सचिव विकास खारगे, सचिव आबासाहेब जऱ्हाड, परिवहन आयुक्त अविनाश ढाकणे,  परिवहन उपायुक्त जितेंद्र पाटील यांच्यासह राज्यातील परिवहन विभागाचे अधिकारी व इतर मान्यवर उपस्थित होते.

वेळेत आणि खर्चात बचत, कामाचा ताण कमी

राज्यात दरवर्षी सुमारे १५ लाखापेक्षा जास्त शिकाऊ परवाने देण्यात येतात तसेच २० लाखाहून अधिक नवीन वाहनांची नोंदणी होते. या कामी नागरिकांचा अंदाजे  १०० कोटी रुपयांचा खर्च होतो. आता या सेवा ऑनलाईन स्वरूपात उपलब्ध करून दिल्याने खर्चात बचत  होऊन नागरिकांचा वेळ व श्रमही वाचणार आहे. तसेच  हे काम करणाऱ्या अंदाजे २०० अधिकाऱ्यांवरील कामाचा ताण कमी होण्यास मदत झाल्याने विभागाच्या कामाची दर्जोन्नती करणेही यातून शक्य होईल.

महाराष्ट्र विकासात अग्रेसर असलेले राज्य असल्याचे सांगून मुख्यमंत्री म्हणाले की, नवीन तंत्रज्ञानाच्या माध्यमातून  उत्तम सेवा महाराष्ट्रात उपलब्ध करून देण्याचा प्रयत्न केला जावा तसेच सुरक्षित प्रवासाबरोबर सर्वसामान्य जनतेला अधिकाधिक सेवा ऑनलाईन स्वरूपात देऊन त्यांचा वेळ, पैसा आणि श्रम कसे वाचवता येतील यासाठी ही प्रयत्न केले जावेत. वेगवान आणि पारदर्शी सेवा उपलब्ध करून देतांना विभागाने सुरक्षित परिवहन सेवेला प्राधान्य द्यावे, अशा सूचनाही त्यांनी यावेळी केल्या.

जनहिताच्या दोन ऑनलाईन सेवांचे लोकार्पण हे या क्षेत्रातील क्रांतीकारी पाऊल असल्याचे सांगतांना परिवहन मंत्री अनिल परब यावेळी म्हणाले की, आजच्या कोरोना प्रादुर्भावाच्या काळात गर्दी टाळून विभागाचे नियमित कामकाज सुरु ठेवण्यासाठीही त्या अत्यंत महत्त्वाच्या आहेत. विभागामार्फत आतापर्यंत जनहिताच्या ८५ सेवा ऑनलाईन स्वरूपात उपलब्ध करून दिल्याची माहिती श्री.परब यांनी यावेळी दिली.
