State corona restrictions relaxed.

  • Shops, malls, restaurants are allowed to continue until ten o’clock at night.   

  • Permission to keep private offices open 24 hours a day.

  • If Corona patients need more than 700 MT of oxygen per day, there will be an immediate complete lockdown across the state.

The decision to relax restrictions on corona in the state was taken at a cabinet meeting chaired by Chief Minister Uddhav Thackeray. Shops, malls and restaurants in the state have been allowed to remain open till 10 pm and religious places, cinemas and multiplexes will remain closed. Private offices are allowed to operate 24 hours a day to manage time. These orders will come into force in the state from August 15, 2021. Meanwhile, guidelines issued by the health department have stated that if the treatment of Corona patients requires 700 MT or more of oxygen per day, the entire state will immediately declare a complete lockdown and strict restrictions will be imposed accordingly.

1) Regarding starting local train facility: –

A) Local train travel is being allowed only to health care officers/staff/emergency service personnel as well as citizens who have completed 14 days with two doses and a second dose of Covid preventive vaccination.

B) Employees or citizens who have completed 14 days after receiving two doses of Covid Preventive Vaccination and 14 doses of the second dose, will be eligible for local train travel only on the basis of final immunization certificate, Vaccination Certificate and Establishment Certificate. / Quarterly passes should be issued. (Detailed and self-explanatory instructions for obtaining such a certified identity card are being circulated separately from the authorities.) A fine of Rs.500 / – as well as action should be taken against the passengers who do not have such identity card or if the identity card is found to be false by the passengers as well as those who have certified the fake certificate as well as Indian Penal Code 1860.

2) Restaurant: –

Open or closed restaurants are allowed to start at 50% capacity of the seating arrangement subject to fulfilment of the following conditions.

A) While entering the restaurant/bar, it will be mandatory to wear the mask in the waiting room or till the time of getting the meal and clear instructions in this regard will be required to be put in the restaurant by the restaurant establishments.

B) Covid preventive vaccination will be required for all employees including chefs, waiters, managers and cleaning staff working in the restaurant/bar and only employees and managers who have completed 14 days after receiving two doses of vaccination and the second dose will be able to work in the restaurant/bar. It will be mandatory for all staff and management to wear a mask in the restaurant.

C) If there is an air-conditioned restaurant/bar, if there are windows for ventilation, it will be necessary to install at least two windows or a fan to keep the indoor air open.

D) The bathroom must also have a high capacity exhaust fan,

E) Seating should be arranged according to the prescribed physical distance in the restaurant/bar.

E) Restaurant / Bar will need to have a sterilization and sanitiser system. As per the above, restaurants/bars are allowed to continue till 10.00 pm all day. The last request from the customer for a meal in a restaurant/bar should be taken till 9.00 pm at most. However, parcel service is allowed to continue for 24 hours.

3) Shops:

All commercial shops in the state are allowed to remain open till 10.00 pm all day. All the management and staff working in the shop will be required to complete two days of Covid Preventive Vaccination and 14 days after the completion of the second dose.

4) Shopping malls:

All shopping malls in the state are allowed to remain open till 10.00 pm all day. However, all the management and staff working in the shopping mall and all the citizens entering must have completed 14 days with two doses of Covid preventive vaccination and the second dose and will have to show the vaccination certificate along with the photo ID at the entrance.

5) Gymnasium, Yoga Center, Salon, Spa:

Air-conditioned, as well as non-air-conditioned gymnasiums, yoga centres, salon spas with 50 per cent capacity, are allowed to continue all day till 10.00 pm. However, if the organization is air-conditioned, it will be necessary to keep the window or door open with a fan and air conditioning for ventilation.

6) Indoor Sports:

At the place where indoor sports are held, it will be necessary to complete 14 days after the completion of the second dose of covid preventive vaccination of the players and their staff and management. Also, proper ventilation will be required to keep the air circulating in the area. At this place, players are allowed to start with only two players for sports like Badminton, Table Tennis, Squash, Parallel Bar, Malkhamb.

7) Office / Industrial / Service Establishment:

A) Covid preventive vaccination of employees of all government / semi-government establishments, bank employees, railway and municipal employees and management should be completed first.

B) Establishments of employees and management of private and industrial establishments which have completed the vaccination campaign are being allowed to continue at full capacity.

C) All the establishments should manage the work by calling the employees in different sessions as much as possible to avoid congestion. The management of all the establishments on which the employees can work from home should allow the employees to work from home. . Private offices are also allowed to operate 24 hours a day to manage time. However, offices under such session management will be required to limit the attendance of 25 per cent of the total number of office staff in a single session.

8) All the grounds, parks, squares, beaches in the state will continue in their regular time as prescribed by the local authority.

9) Wedding Ceremonies:

A) Marriage ceremonies in open courtyard/lawn or closed mangal office are allowed to continue for the purpose of mangal office on the condition that the seating arrangement in the respective premises/lawn/Marriage Hall office/hotel will be 50% capacity and full compliance with covid preventive measures.

B) The number of attendees for the wedding ceremony to be held in the open courtyard/lawn shall be 50% of the capacity of the forecourt or lawn but not more than 200 persons.

C) The number of attendees in the closed Mars office/hotel will be 50% of the capacity but not more than 100 persons.

However, in any case, it will be necessary to make video recordings and make them available to the competent authority for inspection as required to ensure that covid preventive measures are being followed. Violators of these restrictions as well as the concerned hotel/office will be penalized and the license of the concerned hotel/Marriage Hall office will be revoked.

It is also mandatory for the managers and staff of all the organizations related to the marriage arrangement such as Mars Office / Hotel / Lawn Management / Meal Management / Band Pathak / Bhatji / Photographers to complete the Covid Preventive Vaccination 14 days after the completion of the second dose and to carry the vaccination certificate along with identity card. Will remain necessary.

10) Cinemas and multiplexes:

Cinemas/theatres, multiplexes (independent as well as shopping malls) in the state will remain closed till further orders.

11) Religious places:

All religious places in the state will remain closed to the public till further orders.

12) Interstate Travel:

Citizens whose covid preventive vaccination has been completed will not require an RTPCR test to enter the State of Maharashtra from outside the state. For other passengers, 72 hours prior RTPCR test will be negative or 14 days separation will be required.

13) The Central Government and the Supreme Court have directed to manage the crowd in the state as a preventive measure. Therefore, to avoid crowds, birthdays, political, religious, social and cultural events, election campaign meetings, rallies, rallies, etc. The above restrictions will remain in place.

14) Due to limited availability of medical oxygen, if the number of patients in the state increases and 700 MT or more of oxygen is required per day for the treatment of Covid patients, the entire state will be declared as a complete lockdown immediately and strict restrictions will be imposed accordingly.

(15) All citizens of the State should be provided with preventive measures such as the use of masks, hygiene of hands, observance of physical distance, prevention of spitting elsewhere, etc. It will be mandatory to comply with all restrictions.

16) Owners/management of all shops, offices, industrial establishments, restaurants, bars and malls should ensure that the managers working on their establishments as well as the employees have completed two days of Covid Preventive Vaccination 14 days and keep a list of these employees (with vaccination information/certificate). And make it available to competent authorities if requested for inspection.

17) Periodic disinfection and sanitization of shops/restaurants/bars/malls/offices / industrial establishments will be the responsibility of the concerned owner and management. Also, it should have an infrared/contactless thermometer to measure the temperature of the staff as well as the customers. It will also be the responsibility of the concerned establishments to collect the mask dispenser and biomedical waste (disposal of used masks and tissue papers etc.) and dispose of it for disposal in the prescribed manner.

18) In case of non-compliance or violation of this order, legal action will be taken against the persons concerned as per the provisions of the Disaster Management Act, Infectious Diseases Act and Indian Penal Code 1860.
