This year too, ‘Ganpati Bappa’ will be welcomed in a simple manner.
Considering the contagious situation caused by Covid-19, it has been decided to celebrate this year’s public Ganeshotsav 2021 in a simple manner. The Home Department has issued guidelines in that regard. 
Other restrictions will remain in place as per the circular issued from time to time regarding the Level of Restrictions for Break the Chain. It has also been mentioned in the circular that no relaxation can be given on the occasion of Ganeshotsav. For public Ganeshotsav, Ganeshotsav Mandals will need to get reasonable prior permission from the Municipal Corporation and local administration as per their policy.
Considering the contagious situation caused by Covid-19, a limited number of mandaps should be set up in line with the policy of the Municipal Corporation and the concerned local administration regarding mandaps. As this year’s Ganeshotsav is expected to be celebrated in a simple manner, there should be no pomp in decorating domestic and public Ganeshotsav.
The idol of Lord Ganesha should be 4 feet for public circles and 2 feet for domestic Ganapati. This year, instead of the traditional Ganesha idol, the idol should be worshipped on metal/marble in the house. If the idol is shady / environmentally friendly, it should be immersed at home. If immersion is not possible at home, immersion should be done at the nearest artificial immersion site. Donations for the festival should be accepted voluntarily. It should be noted that the display of advertisements will not attract the crowd. Preference should also be given to display advertisements with health and social messages.
Instead of cultural events, health activities/camps e.g. Preference should be given to conducting blood donation and thereby preventing corona, malaria, dengue etc. Awareness should be spread about diseases and their preventive measures as well as hygiene. Care should be taken not to crowd when organizing Aarti, Bhajan, Kirtan or other religious programs. Also, the rules and regulations regarding noise pollution should be strictly followed. Arrangements should be made to make the darshan facility of Shri Ganesh available online, through cable networks, websites and Facebook etc. Disinfection and thermal screening should be arranged in Ganpati mandapas. Special attention should be paid to the physical distance as well as hygiene rules (masks, sanitisers, etc.) for the devotees who want to visit in person.
Shri’s arrival and immersion processions should not be taken out. In the traditional method of immersion, the aarti performed at the place of immersion should be done at home and the place of immersion should be kept for a minimum time. Children and senior citizens should avoid going to the immersion site for safety reasons. The immersion procession of all the household Ganesha idols in the entire chawl / building should not be taken out together. Artificial ponds for immersion of Ganesha idols should be constructed with the help of the Municipal Corporation, various boards, housing societies, people’s representatives, NGOs etc.
In order to prevent the spread of the virus Kovid-19, it will be mandatory to comply with the rules prescribed by the Government Relief, Rehabilitation, Health, Environment, Medical Education Department as well as the concerned Municipal Corporation, Police, Local Administration. The Home Department has also clarified that if any more notices are issued after this circular and between the actual start of the festival, it will be mandatory to comply with them.

कोविड-१९ मुळे उद्भवलेल्या संसर्गजन्य परिस्थितीचा विचार करता या वर्षीचा सार्वजनिक गणेशोत्सव २०२१) साध्या पध्दतीने साजरा करण्याचा निर्णय घेण्यात आला आहे. त्या अनुषंगाने गृहविभागाने मार्गदर्शक सूचना जारी केल्या आहेत.
‘ब्रेक दि चेन’च्या अनुषंगाने लागू करण्यात आलेल्या निर्बंध पातळीबाबत (Level of Restrictions for Break the Chain) वेळोवेळी निर्गमित केलेल्या परिपत्रकानुसार इतर निर्बंध कायम राहतील. त्यामध्ये गणेशोत्सवानिमित्त कोणतीही शिथिलता देता येणार नाही असेही या परिपत्रकात नमूद करण्यात आले आहे. सार्वजनिक गणेशोत्सवासाठी गणेशोत्सव मंडळांनी महापालिका, स्थानिक प्रशासन यांची त्यांचे धोरणानुसार यथोचित पूर्वपरवानगी घेणे आवश्यक राहील.
कोविड-१९ मुळे उद्भवलेल्या संसर्गजन्य परिस्थितीचा विचार करता महापालिका तसेच संबंधित स्थानिक प्रशासनाचे मंडपांबाबतचे धोरण यांचेशी सुसंगत असे मर्यादित स्वरुपाचे मंडप उभारण्यात यावेत. यावर्षीचा गणेशोत्सव साध्या पद्धतीने साजरा करणे अपेक्षित असल्याने घरगुती तसेच सार्वजनिक गणपतींची सजावट करतांना त्यात भपकेबाजी नसावी.
श्रीगणेशाची मूर्ती सार्वजनिक मंडळांकरिता ४ फूट व घरगुती गणपतीकरिता २ फुटांच्या मर्यादेत असावी. यावर्षी शक्यतो पारंपारिक गणेशमूर्तीऐवजी घरातील धातू / संगमरवर आदी मूर्तीचे पूजन करावे. मूर्ती शाडूची/ पर्यावरणपूरक असल्यास त्याचे विसर्जन शक्यतो घरच्या घरी करावे. विसर्जन घरी करणे शक्य नसल्यास नजिकच्या कृत्रीम विसर्जनस्थळी विसर्जन करण्यात यावे.उत्सवाकरिता वर्गणी/देणगी स्वेच्छेने दिल्यास त्यांचा स्वीकार करावा. जाहिरातींच्या प्रदर्शनामुळे गर्दी आकर्षित होणार नाही असे पाहावे. तसेच आरोग्यविषयक व सामाजिक संदेश असलेल्या जाहिराती प्रदर्शित करण्यास पसंती देण्यात यावी.
सांस्कृतिक कार्यक्रमांऐवजी, आरोग्यविषयक उपक्रम/शिबिरे उदा. रक्तदान आयोजित करण्यास प्राधान्य देण्यात यावे आणि त्याद्वारे कोरोना, मलेरिया, डेंग्यू इ. आजार आणि त्यांचे प्रतिबंधात्मक उपाय तसेच स्वच्छता यांबाबत जनजागृती करण्यात यावी. आरती, भजन, कीर्तन वा अन्य धार्मिक कार्यक्रम आयोजित करताना गर्दी होणार नाही याची दक्षता घ्यावी. तसेच ध्वनी प्रदूषणासंदर्भातील नियमांचे व तरतुदींचे काटेकोरपणे पालन करण्यात यावे. श्रीगणेशाच्या दर्शनाची सुविधा ऑनलाईन, केबल नेटवर्क, वेबसाईट व फेसबुक इत्यादीद्वारे उपलब्ध करुन देण्याबाबत जास्तीत जास्त व्यवस्था करण्यात यावी. गणपती मंडपांमध्ये निर्जंतुकीकरणाची तसेच थर्मल स्क्रीनिंगची व्यवस्था करण्यात यावी. प्रत्यक्ष येऊन दर्शन घेऊ इच्छिणाऱ्या भाविकांसाठी शारीरिक अंतराचे (फिजिकल डिस्टन्सींग) तसेच स्वच्छतेचे नियम (मास्क, सॅनीटायझर इत्यादी) पाळण्याकडे विशेष लक्ष देण्यात यावे.
श्रींच्या आगमन व विसर्जन मिरवणूका काढण्यात येऊ नयेत. विसर्जनाच्या पारंपारिक पध्दतीत विसर्जनस्थळी होणारी आरती घरीच करुन विसर्जनस्थळी कमीत कमी वेळ थांबावे. लहान मुले आणि वरीष्ठ नागरिकांनी सुरक्षेच्या दृष्टीने विसर्जनस्थळी जाणे टाळावे. संपूर्ण चाळीतील/इमारतीतील सर्व घरगुती गणेशमूर्तीच्या विसर्जनाची मिरवणूक एकत्रितरित्या काढण्यात येऊ नयेत. महापालिका, विविध मंडळे, गृहनिर्माण संस्था, लोक प्रतिनिधी, स्वयंसेवी संस्था इत्यादींच्या मदतीने गणेशमूर्तींच्या विसर्जनाकरिता कृत्रीम तलावांची निर्मिती करण्यात यावी.
कोविड- १९ या विषाणूचा प्रादुर्भाव रोखण्यासाठी शासनाच्या मदत व पुनर्वसन, आरोग्य, पर्यावरण, वैद्यकीय शिक्षण विभाग तसेच संबंधित महापालिका, पोलीस, स्थानिक प्रशासन यांनी विहित केलेल्या नियमांचे अनुपालन करणे बंधनकारक राहील. तसेच या परिपत्रकानंतर व प्रत्यक्ष सण सुरु होण्याच्या मधल्या कालावधीत अजून काही सूचना प्रसिध्द झाल्यास त्यांचे देखील अनुपालन करणे बंधनकारक राहील असेही गृहविभागाने स्पष्ट केले आहे.
